On June 21, 2024, the Employment, Social Policy, Health and Consumer Affairs Council (EPSCO) addressed the potential flavour ban in their meeting. The proposal garnered substantial support from several EU Health Ministers, raising concerns among vaping advocates and industry players. Denmark and Latvia’s primary motivation for the ban is to protect young people from nicotine addiction. Denmark has cited the Danish Health Behaviour in School-aged Children (HBSC) survey to bolster its position, although the survey does not directly measure vaping among middle school students.

Denmark, backed by countries such as Cyprus, Estonia, Ireland, Lithuania, Luxembourg, Malta, Portugal, Slovenia, and Spain, is advocating for this flavour ban to be incorporated into the next iteration of the EU’s Tobacco Products Directive (TPD).

Denmark’s proactive stance on nicotine regulation is evident, as it has already banned flavours—excluding tobacco and mint—in vaping products since 2021. Despite this, surveys show that many Danish vapers continue to use a variety of flavours, suggesting that existing regulations may not be entirely effective.
